The Act has two types of hypertext links. Words which are highlighted or boxed (depending on your browser) are links to that word as defined in the Act, or to a cross-reference as intended by the Act. This is an example of such an internal cross reference. (Note: the examples in this text are not working links.)
Section numbers which are highlighted or boxed (again, depending on your browser), and italicized, are references to portions of the 1991 Report which serve as the legislative history of the section indicated. This is an example of such a reference to the report: Sec. 6
The Report appears as a series of files. Each file has a hypertext link to the preceeding and succeeding sections, as well as to the Report's Table of Contents (which is linked to each section) and to the Act itself.
